At around 10:30 p.m., a Cheyenne officer was patrolling a street near West Lincolnway when he recognized an individual stepping onto a bus, according to a booking sheet. The officer knew the man as Francis Behan from prior contacts.
The officer contacted Behan at a bus stop, and Behan identified himself as Alton Quiver. The officer said he knew Behan was not Alton, and Behan replied, “I knew I would run into you guys one day.”
Dispatch confirmed that Natrona County had a warrant out for Behan. The officer took the man to the Laramie County Detention Center.

A Cheyenne woman has been arrested on numerous drug-related charges, including a felony.
At around 7 p.m. Friday, an officer pulled over Kayla Gehnert, who was driving a vehicle displaying expired tags, according to a booking sheet. A K-9 unit did an open-air sniff of the vehicle and indicated narcotics were present.
The officer found a felony amount of meth, a small bag of marijuana, prescribed medications not located in a prescribed bottle and multiple other small bags.
Gehnert was taken to the detention center and booked on three charges related to possession of meth, marijuana and pills. She was also charged with improper vehicle registration and intent to distribute.
Possession of Stolen Firearm, Pershing Boulevard, Nov. 3, LCSO
A woman was arrested Sunday on three felony charges and a misdemeanor, including illegal possession of a firearm and methamphetamine.
A Laramie County deputy pulled over a vehicle on Pershing Boulevard as the driver was sitting at a green stoplight, per a booking sheet. The deputy made contact with the driver, Trisha Hensley, who was holding a metal tube used to consume controlled substances. The deputy also saw a torch in the vehicle’s center console.
The deputy had Hensley exit the vehicle and noticed caps used to cover syringes, per the booking sheet. Hensley was placed in the deputy’s vehicle and a search was conducted in her vehicle. The deputy found methamphetamine inside Hensley’s purse and door handle. The purse also contained a firearm, which an NCIC search determined was stolen out of Colorado. A criminal background check also showed Hensley is a convicted felon.
Hensley was strip searched, and a large amount of additional methamphetamine was uncovered. She was taken to the detention center.
Obstruction and Refusing to Obey, West Lincolnway, Nov. 2, CPD
Cheyenne police have arrested a Colorado man on obstruction and refusing to obey charges.
At around 5 p.m. Saturday, an officer was dispatched to a location on West Lincolnway for a report of a man throwing things, according to a booking sheet. On the way, the officer made contact with a woman who said a man threw a rock at her vehicle. The woman’s description of the man matched the one given to dispatchers. Officers found the man walking down the street.
Officers made contact with the 60-year-old man, who was holding a large rock in both hands. He motioned as if he was going to throw the rock at the officers, then continued walking. One of the officers drew a firearm and the other a Taser. The Colorado man then walked off the sidewalk and onto Lincolnway, continuing to disobey officers. The man eventually ran into a ditch, where officers placed him in handcuffs.
Witnesses later told an officer that a man walked into a hotel singing a song, picked up a drink and threw it at someone, according to the booking sheet. He then walked out.
Officers took the man to jail.

The officer later contacted the female roommate, who said she had gotten into an argument with the male roommate. He then physically blocked her exit to the apartment, but she was still able to exit. The man then started dragging her back into the residence, and picked her up to prevent her from exiting. The woman exited through the back door, after which the male roommate tackled her to the ground. A friend eventually arrived to pick up the woman.
The 20-year-old said he admitted to picking up his roommate and bear hugging her, per the booking sheet. Officers placed him under arrest and took him to the detention center.
